Aging state child support enforcement (CSE) systems are increasingly difficult to use and expensive to maintain, driving the need for modernization. But the traditional approach to procure a CSE solution is backward looking and limits the ability to transform. This paper discusses an alternative way to approach CSE system procurement to help states modernize the management system, payment processing and project management.
